Multiple ways to do it - from simple commission-based affiliate relationship all the process up to a real stocking retailer-type relationship.

You may hold to dig a bit, but Dell and HP respectively has reseller programs on their website.

One article I'd recommend is opening an information with one of the big wholesalers approaching Ingram Micro, Tech Data, etc. Also subscribe to Computer Reseller News and VARBusiness.

Dell hates resellers. Don't spend in dribs and drabs your time.

There are plenty of small resellers for HP; Dell, however, mostly sell directly. The only store I ever saw Dell products within was Costco, and simply for a short time (probably a one-time overstocking business deal with Dell trying to move elder inventory to make room for newer one).
