Answers: I believe if they buyer is within your state, you have to charge them for rates. If they are not in the state, later you can just charge them shipping.

It vary by location. In most places, I believe, you don't have to charge import tax if you're doing custom programing or web site nouns. That's how it is were I live but they want to conveyance it. Not because they need the money, but because there's more money they haven't gotten their hand on.
