a franchise is a businessmodel where on earth the franchiser has written down a detailed businessplan for the franchisee. The franchisee have to follow the businessplan, and has not much freedom to run the business how he see fit. Many times the franchisee needs to buy from the franchiser or his associates.

In a license the granter allows the use of unshakable copyrighted materials by the licensee (within a geographical nouns and possible limited contained by time), the licensee have a lot of freedom and have to draw his own businessplan.
