Configured a server + new clients this week as a rush employment, so no usual paperwork was done, so immediately it is taking ages to calculate adjectives the hours and expenses.

Is it fair to supply this cost too?

The amount of time you or your staff, if you enjoy a staff, spend on the day to daylight administrative stuff, should be figured into your price. Every business have overhead. We calculate what we reflect on our per job cost will be for adjectives of the overhead items and build that into our price plans.
Unfortunately, things happen and you don't other recoup adjectives of your overhead on every job. Stick to your pricing plan, and you will bring back repeat business. Start adding fees and your clients will spring ship in a hurry.

The majority of the time you would have have your billing in place correct? And newly because you choose to reconfigure your system and make change, you should not reflect this cost towards your clients.

I presume most clients would appreciate a business that is inclined to update their business system to better support the client. However, adding leadership costs on the back-end is not good business etiquette.

Answers:   Your clients are paying you for your services as a network manufacture, and it is only for those hours that you should charge. You could thrown surrounded by an "administration fee" at partially your hourly rate.
That would be included surrounded by administration costs. Basically, yes. Not really. It's not their responsibility you've changed your system.
