I just want to do PC repair services on the side. I am not looking to quit my daytime position, or even invest in a store to run a business. You need more than Microsoft ability to work on PCs, you also need to know a bit going on for the hardware.

Knowing Microsoft alone limits you to the Microsoft products that run on a PC ... that's abundantly of stuff, but you won't last long contained by the business if you are not versatile beside other popular products.

I'm sure that in that are no laws to prevent you from operating a business short those certifications.

That said, it would definitely be within your interest to acquire as much training as possible to demonstrate to your potential customers that you know what you're doing and can prove that you've passed a certain rank of competence.
