(EAP)Where can I receive money to start a non-profit collective w/o have a endorsed bs/soliciting license even so? Question: I am starting a non-profit center(Equine Assisted Psychotherapy Program

Question: I am starting a non-profit center(Equine Assisted Psychotherapy Program and a community center incorporating arts and music) and and have done research for over 8 months on the center and program I am trying to create. My environment is helpful as capably. My problem is that I can not ask/solicit for funds to start the center w/o a business license and a solicitation license, not to mention at least 300.00 for non-profit application. I hold tried churches and such, but w/o a business license (costs money) I can not give them a charitable deduction/expense. The program for youth center is specifically for At Risk Youth and uses horses within psychotherapy. (EAP) The community center will be used as a daycare and community arts and music center. We will also rent out rooms for seminars, book clubs, music and art module for private teachers etc.
