Being that young she would enjoy to have her parents sign something wise saying she can work if its for a business. What about walking dogs or pet sitting? Washing cars?
You have to be 16 surrounded by order to procure a work permit within Nevada. I don't know the laws anywhere else. You may want to check near the YMCA, or the Boys and Girls club.

Answers:
When I was 14 I made fitting money during the summer as a camp counselor. Many overnight camp have counselor-in-training positions for the over-12, under-16 crowd, and depending on the place, year camps (esp. nonprofits who want to submit paid volunteering jobs) will also hire the under-16 crowd. Not singular will she get to do diverse fun activities, it looks fitting on her college applications.
