Question: I am legally renting a place for business, he is not legitimately selling because it is illegal to provide in a sidewalk. so he can be caught everyday by the police. my profit go down because of him. He is a thorn in my flesh.what would you do if you are within my place?

By all process... especially if he is, as you say, vending immorally. No sense in unshakable lost revenue to some schmuck who can't follow the law. If he loses business/gets fined/goes to secure unit, it's his own fault for not going roughly things properly.

Perhaps bargain to your landlord, own no solicitation signs posted. As you suggest contact the police, no harm within that, not sure why you bothered to ask here about that. Ask the rolling store to go away and not return or you will call the police for those reason. Record the license plate, description of the vehicle and sellers description for the cops. If they don't stay long tolerate the cops know what times they show up. Oh and, "He is a thorn in my side" is the correct use of the expression. Good luck!
If he is not properly licensed to conduct business, or if his presence is against the ordinance, go ahead and appointment the local authority.... You may want to check with the hotelier to make sure he does not own a permission from him first though.
