West africa is not covered by paypal seller protection. however, adjectives should be ok, if you keep this within mind, you should make sure she have a verified bank and address on paypal, and that you are shipping to that address. preserve in mind that shipping overseas will cost more than you might regard, get an estimate on the shipping. spawn sure you ship via some form of shipping with signiture required. these steps will ensure your not paying too much for shipping(that she pays the delivery)
To be covered on the Seller Protection Policy at Paypal, adjectives of the following conditions must be met:
Only the first $5000 in contested sale are covered per year.
You must be a Verified Business or Premier Account.
Only good if both party are from: US, UK or Canadian.
The payment is down as "Seller Protection Policy Eligible" on the Transaction Details page. How do you know if it's "eligible?" I could find no "eligibility requirements" on the site. Here is how they say to check:
"To see the Transaction Details for a sum, log in to your PayPal narrative and click the History subtab of the My Account tab, then click the Details relationship next to the transaction surrounded by question. If a transaction is not scheduled as "Seller Protection Policy Eligible" it will not be covered under the Seller Protection Policy

They used a hack or stolen credit card, they deposit the money into your paypal account. You will gladly ship the laptop, take the money out of your paypal explanation and spend it. Couple of weeks/months later you will be contacted by paypal letting you know here will be a charge back surrounded by your account because the funds you get were stolen. This happen once the credit card owner realizes the charges and disputes near his credit card, paypal policies state they are obligated to return the money. If you already spent the money you will be liable for it.

They will pay beside a hacked paypal report. So even through you get the money at first pay-pal will win it back from you after you ship it and they revise the account be hacked.
Also don't fall over for her sending a certified check.
If she pays up front - budge for it. Be sure to erase your hard drive first. once paypal have recieved the money how can you lose ?
