Starting a food business - surrounded by Texas? My husband makes amazing beef uneven and would like to start producing

My husband makes amazing beef uneven and would like to start producing it as a side business within addition to his current opening. In some states, there are online guides and state agencies beside websites giving detailed regulations regarding home-based food businesses, but Texas have nothing that I can find. In demand to make this product without risk and legally, we would approaching to find out if it is possible to produce from a home kitchen or if renting a commercial kitchen is our only selection. There are area mothers who hold started cookie businesses out of their homes, so apparently some home-based operations are all right, but because this is a meat product, the regulations are sure to be much more stringent. Any advice would be greatly appreciated. Thanks!
