Starting a kennel? My friend f/m work is wanting to start breeding her shih-tzus.

My friend f/m work is wanting to start breeding her shih-tzus. After a while she wants to build a kennel and run f/m there but she requests to know how to go a/b building it and what to do and any license she has to hold? So if any1 has any expertise of this please let me know so i can outdo it on to her...and she wants to know how to set up a website to get rid of the dogs f/m and what needs to be on it and stuff similar to that.
