Any bureau supply store like Staples, Office Depot or Walmart sometimes carry it, you just enjoy to shop around for the best price. If you only want a few sheets a print shop might let you hold some free or a few cents each.

Legal size is so much more expensive because it have become a specialty. Are you sure you need it? I don't know of any jurisdiction that require legal size rag anymore, and indeed, some refuse it altogether and insist on memo size. But if you are going to buy it, I suppose Staples would give you the best price.
